Rayne Rivera-Forbes

Rayne Rivera-Forbes is an undergraduate student at Towson University, pursuing a degree in Law and American Civilization. She graduated from DuVal High School in 24 and is now a
second-year cadet in the Greyhound Loyola/Towson Army ROTC Program. During her time at DuVal, Rayne held numerous student leadership positions, including serving as a lobbyist for her regional student government association,
class president of her sophomore class, and the 43rd Student Member of the Prince George's County Board of Education.
Rayne has always been passionate about government and advocacy. While on the Board, she served as a liaison to the Parent Community Advisory Council, Vice Chair of the Policy and Governance Committee,
and a member of the Operations Budget and Fiscal Affairs Committee. Notably, she was the first Student Member of the Board to have extended voting rights on matters such as the operating budget, school closures and reopenings,
and student disciplinary actions.
As she begins her career at Towson University, Rayne is actively involved in the student government association, where she currently serves as a senator. In the 2024-2025 school year, she was the Appropriations Committee Chair
and the Chair of Fundraising for the Black Student Union. Rayne is dedicated to representing student voices and has consistently advocated on both the local and state levels.
Lulia Mehari

Lulia Mehari is a second-year law student at the University of Maryland Francis King Carey School of Law, where she is a member of the Alternative Dispute Resolution Team.
Mehari is a recipient of the Maurice A. Bellan '98 Family Public Interest Fellowship. This summer, she is interning with the Virginia Indigent Defense Commission, where she has gained hands-on experience conducting legal research, drafting motions, and participating in every stage of the criminal trial process. Her work has centered on Fourth and Fifth Amendment issues,
reflecting a broader passion for litigation, constitutional advocacy, and ensuring that individual voices are meaningfully heard within institutional processes.
Prior to law school, Mehari earned her B.S. in Government and Politics from the University of Maryland, College Park, where she competed in the American Moot Court Competition and received an award for Appellant Brief Writing. She also served as Chief Deputy and as an Off-Campus Legislator in the Student Government Association, experience that strengthened her leadership,
advocacy, and public service skills. She is now pursuing her J.D. at Maryland Carey Law, making her a proud double Terp.
Mehari is passionate about higher education policy and ensuring that student voices are meaningfully included in institutional decision-making.
