On behalf of the Board of Regents, I want to express my appreciationto the Governor and the members of the General Assemblyfor the strong support shown for the University System over the past several years. Today I will give a brief overview of the USM, with Chancellor Kirwan following up with more specific details. As you know, Governor OMalley's proposed budget for FY 2013 includes $1.07 billion in state support for the USM. This represents a modest increase of $9 million to buy down the tuition increase from 5 percent to 3 percent. Given the rise in mandatory costshealthcare, retirement, debt service, new facility operating costs, increased financial aid costs, etc.the increase in state support plus the funding that will come from the modest tuition increase will enable the USM to stay level next fiscal year. We all recognize that for the USM to realize its full potential in terms of growing enrollment, adding critical new programs, and intensifying its economic impact, we will ultimately require additional funding. But under the circumstances, with the economy struggling and the state budget under significant stress, the USM is extremely appreciative of the level of support the Governor has proposed. In addition, I think it is important to note that the University System has worked very hard during the past several years to earn this support: Through our nationally-recognized Effectiveness and Efficiency (E&E) Initiative we have pursued aggressive cost cutting and cost avoidance Multi-year furloughs have added to these savings COLA and Merit pay increases have been eliminated We enacted fund balance transfers to the state And, like every other state agency, we sustained significant funding cuts Clearly, as a system, we have stepped forward in this time of shared sacrifice. We will continue to work in partnership with the states elected officials to protect affordable, high-quality education; solidify the states role as a leader in the knowledge economy; and ensure a productive and competitive workforce for our state. The Governorand this Legislaturehave made investment in higher education a priority and we have seen that investment pay off, helping our state survive this recession better than most. The budget increase proposed by the Governor will enable us to build upon these efforts and continue our progress. We urge its passage.
