Today I will give a brief overview of the USM Office, with Chancellor Kirwan following up and providing more specific details. USM Office As you know, the USM Office: serves as the staff to the Board of Regents; assists USM institutions in fulfilling their individual missions; coordinates the collaborative efforts of USM institutions; facilitates the interactions of the System with the other segments of higher education in the state and the K-12 community; and performs a number of system-wide functions. You are aware that the USM has faced significant budgetary challenges in recent years, and the System Office has been at the forefrontboth internally and externallyin addressing these challenges, primarily through the boards Effectiveness and Efficiency (E&E) Initiative. As I noted in my testimony earlier this year, by reengineering both our administrative and academic functions, we have experienced significant cost savings, reduced time-to-degree across USM, increased faculty classroom hours at our research universities; and improved both the four-year and six-year graduation rates. It has been our ability to operate as a system that has enabled us to step forward and embrace both responsibility and accountability in every aspect of our operations. Before, I turn to Chancellor Kirwan to provide more detail about the work of the USM and the USM office, on behalf of the Board of Regents, I want to express my strong objection to the Department of Legislative Services recommendation regarding the Hagerstown center. If this recommendation is accepted, you will effectively eliminate the center. The state has invested tens of millions of dollars building the Hagerstown center. It is providing a growing population of students with higher educational opportunities in an area that has long been deprived of higher educational opportunities. Among other degrees, nursing and teaching graduates are being produced in a region in great need of these professionals. If DLSs recommendation is followed, all of this will be lost and questions would have to raised about the resources that the state has wasted in creating this center and then eliminating it just as it is reaching its potential to serve the Washington County region.
